High risk situations
  • Do you have a process for mapping all affected stakeholders?
  • How do you know that you have identified all those who may be affected by the project?
  • How do you know that you have identified legitimate stakeholder representatives, particularly among affected communities?
    • When you engage with civil society groups or other proxies for affected individuals and communities, how do you ensure these groups legitimately represent affected rights holders and are free from conflicting agendas? (OECD 2017, 51)

  • In situations of armed conflict, how do you ensure that you are engaging, when possible, combatants and civilians representing different parties to the conflict?
